It is often used for dresses, jackets, skirts, and other clothes that need some shape and body. The word can also be an older English name for Shandong, a province in eastern China. In most everyday reading, though, it is more likely to mean the fabric than the place.

You might see it in a formal dress that feels crisp and looks rich without being too smooth. The older place-name sense appears mainly in historical writing.
