jabber

To jabber means to talk quickly and continuously, often in a way that is excited, unclear, or hard to understand. The word usually suggests that the speech is not calm or well organized. Someone who is frightened, thrilled, upset, or simply talking too fast may begin to jabber. The idea is not just that many words are being spoken, but that they come out in a noisy, rushed stream.

You might hear someone say, "The tourists jabbered excitedly about seeing the Eiffel Tower," or "He was so flustered that he began to jabber." It can also be used as a noun for fast, noisy, hard-to-follow talk. For example: "The courtroom was filled with the jabber of reporters after the verdict."

While it is not always strongly negative, "jabber" often implies that the speaker is not being very clear. It is more about the speed and confused sound of the speech than about careful meaning. So if someone is talking a mile a minute and you can barely keep up, they are probably jabbering.
