Imagine planning a party. You carefully choose who to invite, and by doing so, you exclude those who are not on the list. To exclude means to leave someone or something out, or to keep them from joining in. It usually suggests a choice or a rule, not just forgetting. You can think of it as drawing a line and saying, "Some are allowed in, and some are not."
