Historically, tractability was often used in relation to horses and other livestock, describing how well they responded to training and control. A "tractable beast" was highly valued for labor or transportation because it did not strongly resist the handler's will.
However, the meaning has broadened over time. Today, you might hear about the tractability of a negotiation, meaning how likely it is to move forward without deadlock, or the tractability of a complex algorithm, meaning whether it can be handled efficiently in practice. In general, tractability is about how manageable something is when you try to work with it, solve it, or guide it.
