To disarm someone means to deprive them of weapons or the ability to attack, either literally or figuratively. It originally referred to physically removing arms and weaponry, as in: "The treaty required both nations to disarm." This meaning still exists in modern contexts: "Police officers ordered the suspect to disarm (put down the weapon)."

It can also mean making a dangerous thing safe by turning it off or taking away its power. You can disarm a bomb (so it won't explode) or disarm an alarm system (so it won't go off).
