The word "congress" originally meant "a meeting" or "an encounter," stemming from the Latin congressus, meaning "a coming together." While it is most famously associated with the legislative branch of the U.S. government—the body responsible for creating federal laws—its meaning extends far beyond Washington, D.C.

Any formal assembly of people convened for a specific purpose can be called a congress. This could include an international medical congress where doctors share breakthrough research, a political congress to nominate candidates, or even a specialized labor congress. The key element is the deliberate gathering of individuals to discuss, debate, and potentially make decisions about shared interests.

The U.S. Congress, however, has a very specific structure established by the Constitution. It is bicameral, consisting of the Senate and the House of Representatives. Each state receives equal representation in the Senate (two senators), while representation in the House is determined by population. This "Great Compromise" was designed to balance the interests of both large and small states. For a bill to become law, it must pass through both houses of Congress before being sent to the president.

For example, a "congress of opinions" suggests a variety of viewpoints meeting at a single point of discussion. Whether it is a powerful legislative body shaping national policy or a gathering of experts with a common goal, a congress signifies a deliberate assembly working towards a shared purpose—a coming together to achieve something greater than any individual could alone.
