A surtax is an additional tax levied on top of an existing tax or imposed as an extra charge within a tax system. In simple terms, it is an extra tax beyond the standard one. Governments often use it to raise more revenue, to target higher income groups, or to support a particular public purpose. In some cases it is temporary, though it can also become a regular part of the tax structure.

Historically, the term was often used in income tax systems to describe an extra amount charged to people in higher income brackets. That sense is still common, but the word can also be used for added taxes connected to certain goods, services, or activities. For example, a government might impose a surtax on luxury purchases, hotel stays, or other areas where it wants to collect extra funds.

It is useful to distinguish a surtax from a standard sales tax or an excise tax. A sales tax is a normal tax on purchases, and an excise tax is a specific tax on goods such as fuel, alcohol, or tobacco. A surtax is different because it adds an extra tax burden on top of what is already being charged.
