The word is very informal and insulting, so it belongs more in arguments, crime stories, comedy, or harsh casual speech than in polite conversation. Scumbag comes from scum, the dirty film that can float on water or gather on a surface, so the insult suggests someone is as unpleasant as grime. There is also an older vulgar slang meaning connected to a condom, but that sense is uncommon in everyday modern English. Most of the time, when people say scumbag, they mean a despicable person.
