The word brings to mind things that grow in hard conditions and never become lush or grand. It is often plain rather than harshly negative. A coastline can look scrubby if it is covered with hardy, low vegetation clinging to the ground in wind and salt air.

Sometimes "scrubby" is used more loosely for a person or object that seems shabby or insignificant, but that use is less central than the vegetation sense. The word comes from "scrub," meaning low or stunted growth. So when you call something "scrubby," you are usually giving it the look of tough, low-growing, not very impressive growth: plain, hardy, and a little rough around the edges.
